| DBFMO contract signed for renewal and operation of Rijnstraat 8, The Hague  In the presence of Mr Stef Blok, Minister for Housing and the Central Government Sector, the director of Transition and Development of the State Building Agency, Eva Klein Schiphorst, and CEO of Royal BAM Group, Nico de Vries, have signed the contract for the renewal and operation of the old ministry building at Rijnstraat 8 in The Hague on Monday 2 June.The property at Rijnstraat 8, where the signing took place, is part of the master plan office accommodation in The Hague. This plan focuses on efficient and effective central government, resulting in a different view of government buildings. Rijnstraat 8 will be a flexible government office: not renewed for a specific governmental department, but made suitable for several governmental organisations. According to the schedule, the property will be completed in late 2016 and in 2017 several organisations will move in to the renovated building, namely: the ministry of Foreign Affairs, the ministry of Infrastructure and Environment, the Immigration and Naturalisation Service and the CAO (central organisation for the reception of asylum seekers). The State Building Agency signed an integrated PPP contract with PoortCentraal bv, a consortium consisting of BAM, ISS and OMA. In the selection process the plan of the consortium was also evaluated on the level of sustainability (energy, materials and environmental impact during operation). The ministry building, Rijnstraat 8 project, was originally designed by Jan Hoogstad in the 1980's. The design for the transformation of the building is made by OMA. OMA developed an integrated concept in collaboration with Jan Hoogstad. It strengthens the existing architectural qualities, transforming the existing building into a modern and comfortable environment and opening the building to the public space. The base of the building will be transparent, public routes will be given a new dimension and the building will be re-connected to the city. The design was developed in collaboration with Ector Hoogstad Architects, Wessel de Jonge Architects, YNNO, DGMR, ARUP, BAM Advies & Engineering and Valstar Simonis. The renewed Rijnstraat 8 will offer a pleasant environment in line with today's flexible working patterns. In addition, the building will have an inviting and open character, suitable with the image of the Dutch government. The PPP concession with a duration until 2042, has a net present value of €267 million. The consortium, consisting of BAM PPP-PGGM, BAM Utiliteitsbouw, BAM Techniek and ISS Nederland is financially supported by Rabobank International and Allianz Global Investors Europe.
