Hochtief and Vinci sign A Modell contract for motorway in Germany

Hochtief PPP Solutions has won the contract to extend Germany's Federal Highway A4 as a public-private partnership (PPP) model and has now reached financial close on the project. Hochtief PPP Solutions leads the concession company Via Solutions Thüringen GmbH & Co. KG in which it has a 50 percent share. The remaining 50 percent are held by Vinci S.A. from France.

The consortium will design, finance and build an approximately 45-kilometer highway section between Gotha and Eisenach in Thuringia and subsequently operate it for a period of 30 years. The PPP project represents an investment volume of roughly EUR 300 million. It is one of the so called "A models" (extension models) for which the Federal German Ministry of Transport, Building and Urban Affairs invited bids. Under this model, the private partners recoup their investments via the truck tolls which they receive during the operation period and via a start-up financing contribution from the government.

The consortium will start construction in October 2007 and expects to complete the works in March 2011. In the construction joint venture for the project, Hochtief Construction and Eurovia AG each have a 33 percent stake. The other partners are Strassing-Limes Bau GmbH (17 percent) and Josef Rädlinger Bauunternehmen GmbH (17 percent). The works include replacement of an approximately 22-kilometer section of the A4 by an almost 25 kilometer long new section which will bypass Eisenach and the Hörselberge nature reserve. Another 20 kilometers of the existing A4 will be repaired.
