| HDR's new national transportation construction services director  Eugene Balter, P.E., has joined architectural, engineering and consulting firm HDR as the national director for transportation construction services and operations director for the HDR Construction Control Corporation subsidiary. Balter will be based in the firm's Tampa, Fla., office. His responsibilities include strategic planning and staff development for the transportation construction services program, as well as positioning HDR as a preferred construction services provider to transportation clients nationwide.Prior to joining HDR, Balter was a vice president and the corporate director of construction services for T.Y.
