Land registration in Uzbekistan

DHV is leading an international consortium that is to implement the "Land registration in Uzbekistan - Phase III" project. The overall objective of the project is to support the transition of the land registration system to a market economy.

The project is intended to address the fragmentation in the registration of property rights and to establish an organization that will be capable of registering all property rights in a systematic manner. The project will take two years and is funded via the TACIS program of the European Union. The contract is worth EUR 1,450,000.

Specific objectives of the project include:

• Establishing one separate organization that will handle property registration on both the central and the local level, thus reducing fragmentation. The project will provide support to Goskomzemgeodescadastre in capacity building. Goskomzemgeodescadastre is a new organization that combines the tasks of three existing bodies - Uzgeodescadastre (land registration services and bureaus of technical inventory), Goskomzem and the State Committee on Land Resources. It will be responsible for the registration of properties and the rights to them;
• Establishing existing and future property rights through state-guaranteed, transferable and registered property rights;
• Enabling a well-functioning real estate market and a proper mortgage system.

Consultancy activities include:

1. Formulating the organizational structure for Goskomzemgeodescadastre;
2. Institutional capacity building for the new organization;
3. Introducing processes, procedures and tools for the computerized registration of property rights, i.e. design, testing and implementation;
4. Preparing amendments relating to the land registration system;
5. Establishing pilot areas;
6. Reinforcing the equipment of the central organization;
7. Building extra capacity and training staff hands-on in the use of new hardware and software.
