| The Scottish Parliament to regulate water provision for developments The Scottish Parliament to clarify how costs for water infrastructure for new housing developments should be shared. The "reasonable cost" regulations identify the contribution that Scottish Water should make towards investment in domestic water and waste water connections in new developments. After a consultation on how water connections should be paid for, Ministers have decided that Scottish Water's share should increase. Scottish Water is a publicly owned business, answerable to the Scottish Parliament and the people of Scotland. This offers a new public sector model in the UK water industry and Scottish Water aims to be as efficient and effective as water companies in the private sector. The Provision of Water and Sewerage Services (Reasonable Cost) (Scotland) Regulations 2006 are expected to come into force on April 1.
