Russian postal emblems and symbols

Both are identical in size, weight and base material (white brass/nickel/low grade silver), with only minor design difference

The oval cloak clasps appear to be gold plated, roughly 1 1/2 X 2 inches. Currently the chain is unattached (tied to one clasp with thread when received). Although similar in size and design can not state if the chain itself is original to clasps, since it does not appear to have been plated and there are no breaks in the chain links to indicate it was ever attached.
The shoulder boards have the same design.
A personal 19th century Russian canceller. It appears to have been originally made for use as a wax seal, then was used as an ink canceller. Speaking of cancellers, it is hard to imagine that ALL Official Postal cancellers were destroyed or lost, especially at the end of the Russian Empire. Do these still exist, if not from the Post Offices themselves, then what about the manufactures samples?
