New resort development in Siberia

A major mixed use redevelopment in eastern Siberia will give the local population an uncommon leisure option. Ramboll has been undertaking the feasibility assessment with KPMG.

A mixed-use resort comprising a sanatorium, a spa and wellness resort, an all-season family resort and spa, and a science and cultural theme park. This is the plan for the development of the 'Baikalskaya Gavan', a Special Economic Zone (SEZ) in the Republic of Buryiatia.

SEZs were created in Russia in 2005 to increase direct investment by foreign investors, typically international businesses or multinational corporations, to facilitate the development of infrastructure and to increase employment.

Danish engineering consultancy firm Ramboll has supported KPMG in undertaking an economic feasibility assessment for the potential resort development adjacent to Lake Baikal in the Russian Federation.

The main objectives of Ramboll's assignment were to gain an understanding of the existing infrastructure, and to estimate the demands and upgrades necessary to support the proposed facility. A detailed options assessment was conducted to evaluate investment options for site, local, regional and national infrastructure upgrades including funding mechanisms.

Besides, an infrastructure strategy was developed to inform the phasing and investment profile required for the resort implementation. The next stage of the project is to comprise masterplanning of the resort.
