Strabag subsidiary wins PPP contract to build a school in Germany

Kirchner, a subsidiary of the publicly traded construction group Strabag SE, and the District of Oberspreewald-Lausitz, Germany, signed the agreement covering the realisation of the SeeCampus Niederlausitz centre of learning.

Under a public-private-partnership (PPP) model, the specially created PPP operator SeeCampus Niederlausitz GmbH, a 100 % subsidiary of HERMANN Kirchner Projektgesellschaft mbH, will plan, build and finance the educational centre in Schwarzheide, Brandenburg, and operate the facility for a period of 30 years.

The necessary construction services will be delivered by Ed. Züblin AG acting as general co-ordinating contractor within a construction period of just eleven months. SeeCampus is scheduled for completion for the 2010/2011 school year. The long-term facilities management of SeeCampus will be provided by the building and facilities management company DYWIDAG-Service-GmbH for a period of 30 years. Planning is being handled by pbr Planungsbüro Rohling AG (design and object planning) and by Haustechnikbüro Gatkowsky (architectural engineering).

The overall project volume amounts to approx. € 76 million, the net construction volume to about € 18.1 million. Project financing will be handled on the basis of non-recourse forfeiting. The District of Oberspreewald-Lausitz will contribute subsidies from various programmes to the realisation of the project.

SeeCampus Niederlausitz will be the first school built to the Passive House standard in Germany which is being realised within the structures of a PPP project. The project framework involves an energy-saving and socio-ecological method of construction as well as an innovative and energy-efficient operating concept. With interlocking, coordinated processes, the life-cycle-oriented concept fulfils the highest standards of a trend-setting centre of learning.
