Mott MacDonald gets involved in French prison programme

Mott MacDonald has clinched the role of lender's technical advisor on the second batch of a major French €1000m design build finance and operate (DBFO) prison programme.

The appointment was made by Thémis, the Bouygues-led consortium which includes financiers Dexia and Royal Bank of Scotland. Procured by the Ministry of Justice of France, this project will deliver the construction and operation of three prisons with a total of around 1,700 places over the next 30 years. This is part of the largest new prison building programme in Europe.

The first stage of Mott MacDonald's involvement in the project began in February 2006, before the Bouygues-led consortium was appointed to build and operate the three prisons. The consortium selected Mott MacDonald to provide Technical Due Diligence up to financial close in October 2006. Mott MacDonald has been appointed to carry out the construction and operations monitoring of the project for this programme.

Mott MacDonald's PFI/PPP advisory team has also been appointed by the same consortium as Technical Advisor for a further stage in the overall programme, to build and operate an additional three prisons with a capacity of 2000 places. The preferred bidder selection will occur in July 2007.
